AdaBelief Optimizer: Adapting Stepsizes by the Belief in Observed Gradients

Most popular optimizers for deep learning can be broadly categorized as adaptive methods (e.g. Adam) and accelerated schemes (e.g. stochastic gradient descent (SGD) with momentum).
